The Department of Housing and Urban Department under the Government of Odisha has launched an OBPAS Odisha portal. The prime objective behind the online portal's launch is to avail of the various Housing Board Services of Odisha State. Moreover, the OBPAS Portal is a digital platform for the entire building plan approval process, including automated building plan drawing scrutiny, auto calculation and payment of fee, streamlined building permit application process, plinth/roof verification, and occupancy certificate.

How to Apply Online for OBPAS Online Building Plan Approval 2021 @ urbanodisha.gov.in
Let us see the step by step procedure to apply for Online Building Plan Approval on the OBPAS Portal of Odisha.
- Visit the Official Portal of Urban Odisha
- It takes the online applicant to the Sign-UP Page below.
- Enter the First Name, Middle Name, Last Name, Phone, Email ID.
- The applicant should Create and Confirm the Password.
- Click on the Register Button.
- It then confirms your Registration and takes the online user to the Sign-In Page.
- Enter the Phone Number and Password.
- Click on the Login Button.
- It then redirects the online applicants to the user dashboard below.

- Click on the Building Plan Approval System on the same page.
- Select/Enter the Plot Area (in meters square), Building Height.
- Answer Yes/No for Whether the Plot is a part of Approved Layout/Town Planning Scheme/Government Scheme.
- Select Land Status, Project Component, Abutting Road Width (in meters), Plot Dimension in Feet, and Width.
- Click on the Next Button.
- It then redirects the online user to the Common Application Form Below.
OBPAS Online Registration Form 2021
- The applicant can observe that Name, Contact Number, and Email Number will be pre-filled in the respective fields.
- Enter the Registration / License No. (For Builders), Date of Issue, Valid Upto, ID Proof Type, and ID Proof Number.
- Upload the ID Proof and Enter the Postal Address.
- Click on the Check Box: Click here to add any additional Applicant(s) details.
- If yes, Enter the Name, Address, ID Proof, and Upload the ID Proof.
- Under the Land Details, Enter/Select the Plot No., Mauza/Revenue Village, Khata No., Hal Plot No., Kisam, Sabak Plot No., Sale Deed No., and Upload Sale Deed Document.
- Enter the Area (in acre), Area (in meter square), Area under Possession (in m2).
- Select Yes/No for Mutation.
- Enter Date, Select Plot Type, and Enter Remarks.
- You can click on Add Another Plot and Add Another Land Owner.
- Under the Details of Recorded Tenants (as per ROR), Click on the Same as Application Address and Same as Land Owner Address.
- Enter/Select the Plot Number, Name of the Recorded Tenant, Email Address, Contact Number, and Postal Address.
- Under the Details of General Power of Attorney (GPA Holders) Section, Enter/Select the Plot Number, Name of the GPA Holder, Relationship with the Land Owner(s), Contact No. (Mobile No.), Email Address, ID Proof.

- Upload ID Proof and Copy of the Power of Attorney.
- Enter ID Proof Number and Power of Attorney Number.
- Enter the Date, Valid upto, and Postal Address.
- Under the Details of Project Management Organisation/Technical Persons Section, Enter the Maximum Building Height(in mts) and Select the Architect/PMO and Technical Person (Civil Engineer).
- Verify all the details and click on the Finish button.
